• Compliance matrix

We map your tender specification line by line to platform features and services, with evidence. The matrix comes with every bid.

  • POPIA operator role

Your department is the responsible party. WorkVitals acts as your operator under a written operator agreement, with sub-operators listed and assessed.

  • South African hosting

Your data is stored and processed in South Africa (Amazon Web Services, Cape Town region), with encrypted backups kept in South Africa. No offshore databases, storage or backups.

  • Anonymity enforced in the database

Survey results are shown only for groups of 5 or more, and the rule is enforced by the database itself. AI features are locked off for public-sector clients.

How to procure WorkVitals

Three common routes. The rules and thresholds that apply are those in your own supply chain management (SCM) policy and the current National Treasury instructions; this page is orientation only, not procurement or legal advice.

  1. Request for quotation

    Typically for smaller contract values

Send us your RFQ with the specification and closing date. We return a priced quotation with the compliance matrix and the documents you ask for. Many entities use RFQs below R1 million; check the limit in your SCM policy.

  2. Open competitive bid

    Larger or multi-year contracts

We respond to advertised tenders with a full bid pack: compliance matrix, three-part pricing, methodology, POPIA operator terms and returnable documents. Our Bid Console tracks every requirement to its evidence.

  3. Transversal contracts

    National or provincial framework contracts

We do not currently hold a transversal contract. [REVIEW NEEDED BY bid specialist] If your department buys through one, tell us which, and we will advise how WorkVitals can be supplied alongside it.

Thresholds and procurement methods differ between entities and change with National Treasury instructions. [REVIEW NEEDED BY bid specialist]

Compliance matrix (sample)

Every bid includes a matrix that maps each requirement in your specification to the platform feature or service that meets it, and the evidence we attach. A shortened, generic sample:

80/20 preference points, explained

Under the Preferential Procurement Regulations, 2022, price and specific goals are scored separately. The tender documents say which system applies and set the specific goals.

80/20 system
Usually for lower-value tenders (commonly up to R50 million): up to 80 points for price, up to 20 for specific goals.
90/10 system
Usually for higher-value tenders (commonly above R50 million): up to 90 points for price, up to 10 for specific goals.

Price points (80/20)

Ps = 80 × (1 − (Pt − Pmin) ÷ Pmin)

Ps = points for price, Pt = the bid price being scored, Pmin = the lowest acceptable bid price.

Worked example

If the lowest acceptable bid is R900,000 and ours is R1,000,000, our price points are 71.11 out of 80.
